Ed Rayl rifle.

This is a rifle by Barrel maker Ed Rayl.  It has a 38" custom swamped barrel of a nominal .54 cal..  It is based on a Scheetz Va. style.  It should really be a flintlock, but the customer probably wanted a caplock.
